Internal trade brings the population back to the countryside, and brings there some of the money that is continually flowing out of it, which flows unceasingly into the cities with the floods of people it attracts there. This ever-useful trade becomes an indispensable necessity, when the trade with the outside world is interrupted by war, a state of effort and violent upheaval, which further hastens the influx of people and money to the cities, and which makes the returns all the more necessary so as not to let the most abundant sources of financiers dry up [ ] .
