Riots in the city of Rouen. Interesting letter in which the duke of Harcourt worries about the last orders received concerning the movement of troops: "although you warn on the impossibility where you are to replace the two battalions which are in Rouen, I cannot prevent me from representing you that nothing would be more necessary. You can judge this by the riot that occurred last year in this city. Besides, the next three months are the most difficult to pass, given the increase in the price of wheat, which usually continues until the harvest. Is there not a fear that the people, numerous in this city, contained by the presence of these two battalions, seeing nothing to oppose their undertakings, will be inclined to commit disorder?
